The Office of Personnel Management (OPM) has announced that Washington, DC area federal offices are closed today due to the snowstorm that hit the area over the weekend. Does this include Social Security's central offices in Woodlawn, Maryland?
The Appeals Council has branches in Falls Church (closed today under OPM directive for DC area) and Baltimore (open today under SSA Baltimore decision).

Yes - closed.
Social Security Central Offices are open today on time and all day. As far as I know, only DC offices are closed.
