If they used the alleged costs and alleged benefits from the IGs own reports to make their calculations, I'd be less than accepting of this. Too many times the IG has overmaximized both the costs and the losses of things they investigated. Frankly, I'd cut in half any claims of loss or costs if I wanted a realistic number.
When I first looked at the chart, I had a mental image of Pinoccio's face on the left side of the chart, sticking his nose against each entry.... (just kidding)!
