Of course, if they entered illegally and became legal residents later, they would be fine. By the way, a large percentage of "illegals" are people who entered legally on tourist or student visas and just never went home. So, if we are being strict about our wording, I suppose you believe they would be OK. <br /><br />Ironically, someone who was never a legal resident, or someone who was here legally and earned benefits but has now lost that right, could not receive benefits while in the US, but could receive benefits if they left the US. This could then be applied to others who have committed such crimes since World War 2 and to any future criminals who may immigrate to the US.
