They have the existing expertise and resources have already been expended clearing and training them. Congress wastes our taxpayer dollars with their proposal.<br /><br />My experience is that the employees at these not for profits are much more likely to actually give a damn about the people with disabilities who they are serving. That tends to be less so at for profit companies.
