You have to consider who is doing the rating, but the White House rates the Social Security Administration pretty highly on its "Executive Branch Management Scorecard."
SSA is #1. The political winds can blow this way and that but the career employees are the ones who keep the agency going. SSA employees are the most dedicated, hard-working employees in the federal government. It may sound corny, but we care about our beneficiaries and the American public. It may not be "in" to be proud to work for the government but most of us are--or we wouldn't put up with the craziness of the politics, disrespect and criticism.
SSA gets high marks for "human capital" management, because they were told not to hire anyone, and by god, they delivered.
