Subject: Executive Personnel Assignments - INFORMATION
In addition to those assignment changes announced in October 2009, I am making additional executive assignment changes affecting the Offices of Disability Adjudication and Review and Quality Performance.
David Foster will move from Deputy Commissioner for Disability Adjudication and Review to Assistant Deputy Commissioner for Quality Performance.
Glenn Sklar will move from Assistant Deputy Commissioner for Quality Performance to Deputy Commissioner for Disability Adjudication and Review.
Judy Kautsch will return to be the Associate Commissioner for Electronic Services and Strategic Information.
Theresa Gruber, currently in the SES Candidate Development Program, will serve as the Acting Assistant Deputy Commissioner for Disability Adjudication and Review.
Judge William King has been named Acting Regional Chief Administrative Law Judge (ALJ) in San Francisco.
Judge JoAnn Anderson, most recently Acting Regional Chief ALJ in San Francisco, is on a detail assignment as Acting Associate Chief Judge overseeing special initiatives in the immediate Office of the Chief Judge.
Judge Robert Wright, Hearing Office Chief Judge in Albany, NY, is the Acting Associate Chief Judge for the National Hearing Center.

Definitely peculiar bit of business. One theory being bantered about is the Urban Meyer theory...which, for those who don't follow college football, involves an overworked head coach stepping down because of exhaustion/overwork and resulting heart/health problems. But it's mostly a mystery at this point.
ReplyDeleteIt's just plain weird that 6 weeks ago Foster was ODAR DC and Ron Raborg his ADC and then Raborg becomes the DC of OQP and now Foster is his ADC.
ReplyDeleteI feel sorry for Sklar because ODAR is one seriously F*d up organization and the more one deals with it's management the more one realizes most haven't a clue. Add into that mix a group of prima donna employees (OK, I mean a whole lot of the ALJs) who think they are special and you have a recipe for disast. Seriously. If ODAR is how people see SSA, we're sunk.

SSA Assistant Deputy Commissioner for
Quality Performance
Glenn Sklar was named the Assistant Deputy Commissioner for Quality Performance in June 2009. He previously served as the Associate Commissioner for the Office of Disability Programs (ODP) in SSA’s Office of Retirement and Disability Policy (ORDP). During his 17-year career with the Social Security Administration, Mr. Sklar has spent substantial portions of his tenure modernizing SSA’s disability programs, including automating significant portions of SSA’s disability policies. Mr. Sklar has worked extensively on the Agency’s electronic folder initiative, electronic case analysis tool, and health IT initiatives. In 2008, he received a Presidential Rank Award for Meritorious Service as a Senior Executive.
Mr. Sklar is a graduate of the Washington College of Law, American University. He is married and has four children.
He started out in OGC, then moved to OIG, and then onward and upward.

ReplyDeleteThis issue has NOTHING to do with Foster's performance but rather an internal investigation, or so is the word on the street. Apparently he has been more than inappropriate on several occasions.
ReplyDeleteWhy does it take 24 months to vet a refugee from another country, and 3 to 5 years to approve disability for a U.S. citizen? Where us quality control in addressing why this takes so long?
