Many people use other individuals numbers and most of the time it is under other names not associated with the original record. Normally there is no harm with this type of use unless tax returns are filed. SSA will not change your number unless there has been a high level of fraud or a level of identity theft that goes well beyond opening of a new credit card.
Strange, when I found out a guy was using my SS number in Vegas, I was told "too bad". I didn't get a new number or even any respect...
