Hmm, numbers tend to be shifting west (and northeast). I wonder if this is meant to address the Ninth Circuit's reversal rates. Then again, I remember reading in a recent article here that the Sixth or Seventh Circuits were actually trending higher.
Enough of the personal grievances. I'm going to delete any more such postings even if they do relate in some way to the topic at hand.
It would be nice to know why some states are affected more than others.
