The US Government has been termed an insurance agency (Social Security 25%/Medicare26%) with an Army. In terms of expenditures, that is roughly correct but in terms of personnel, it is pretty clearly a military (21%) with some support staff.
And, what is Commerce up to that requires a doubling of staff?
