Social Security gives out free money to SSI recipients who are in need and at the VA the benefits have to be earned. Therefore, the ranking are not a surprise.
I know SSA employees view VA more favorably as they continue to jump ship there. Let’s face it though public contact is the worst anymore. People are more miserable to deal with anywhere you go nowadays.
There won't be many more employees leaving SSA for VA (specifically for the VBA, Veterans Benefits Administration, the part of VA that does work most similar to the skill sets of SSA employees) as VBA completed their hiring spree late last year/early this year. For the most part, I think they (VBA) under a hiring moratorium again now.
