  2. The IRS chief executive officer, Frank Bisignano, largely declined to offer specifics when asked about unlawful disclosures of taxpayer data to Immigration and Customs Enforcement during a House Ways and Means Committee hearing.

Bisignano has openly aligned himself with the Department of Government Efficiency (DOGE)—led by Elon Musk and associated figures like Michael Russo—describing himself as a "DOGE person". He has coordinated with DOGE priorities regarding agency automation, downsizing, and restructuring.

Democratic lawmakers (including Senators Sheldon Whitehouse, Ron Wyden, Elizabeth Warren, and Richard Blumenthal) have repeatedly criticized Bisignano for inadequate responses, data security risks, mishandled personally identifiable information (PII), and coordination with DOGE initiatives that led to staffing cuts and operational challenges at the Social Security Administration.

He has also faced congressional questioning regarding IRS data-sharing issues and data-exposure concerns tied to DOGE activities.
