Yes. We had a client who on July 27 - the day before SSR 11-1p became effective - as not allowed to file a new claim because he was within the 60 day window after the ALJ's decision.
It makes sense to not allow a new claim to be filed until the appeal period has past on the old claim (especially since it is highly unlikely that anything significant happened in the days/weeks after the ALJ denial that would make a new claim any more promising).
