DCPS Making Progress, I Guess

From an Emergency Message issued by Social Security:
Purpose
This Emergency Message (EM) is to notify all disability claims adjudicating components that the Disability Case Processing System (DCPS) is a policy compliant place to record case information for adjudicating components using DCPS.
Background
DCPS is a critical initiative that will replace 52 independently operated legacy systems used by state agencies (Disability Determination Services or DDSs) that make disability determinations for SSA as required by statute. DCPS will replace the legacy systems with a modern, accessible, and secure application capable of providing the flexibility and high performance that the DDSs and federal sites need to process disability claims timely and efficiently.

Pretty amazing that DCPS is still not fully implemented and deployed. What has it been 5-6 years now and over half a billion dollars. I thought that the old vendor indicated that they could do it for 30-40 million annually. Even the most recent Deputy Commissioner of Systems Rajive Mathur has not finished it. Hopefully the new SSA Commissioner takes note of it and cleans house. DCPS is sucking funding and resources from other critical projects.

The old vendor and their partner spent over 300 million building the first version which was scraped. The new version of DCPS is progressing quite well. Over half the states are using it and some doing virtually all their cases in it. More states rolling out all the time. Starting over now would be a HUGE mistake. And 30-40 million annually over 10 years is 300-400 million. I bet that doesn't even include what they would want if they had to do all the states including the ones that don't currently even have their old software.
