in the last several years the actual medical severity needed in the record to obtain a "light RFC", or 4hrs s/w, or an SRT MRFC has been dropping. The reasons for this can be debated, but it's rather obvious to those that review allowances.
This would tend to put more 55+ on DIB and less of them would ever take a reduction.
Could easily account for the small drop reported above.
What people age 62+ in the earlier periods noted were on DIB? what percent were in the later periods? Is there any evidence that people wait longer to apply for rib? what percent? Do the numbers on DIB already, account for a drop (if there is one)?
