Surges and lulls in payments of these fees reflect surges and lulls in payment of benefits to Social Security claimants -- and, yes, there are dramatic surges and lulls, as those who compute and authorize payment of these benefits are called away from the regular jobs to answer Social Security's 800 number calls, a phenomenon which is referred to as "spiking."
