Spiking

I received this e-mail from a former benefits authorizer. I thought it would be of general interest, so I am posting it here, with Mr. Herling's permission:
As a Social Security employee who retired after working for the agency for almost 29 years, mainly as a benefit authorizer, I would like to make an observation regarding the processing of disability benefits.

After the agonizingly lengthy procedure involved in approving disability claims (even if they are not denied), the final product, a disability award, must be processed by a benefit authorizer before benefit checks can go out. It is at the point that the Social Security Administration plays a final cruel joke on many successful disability applicants. To wit: the authorization process is delayed, unnecessarily in my opinion, because benefit authorizers, who are the only ones who can perform the benefit authorization function, are frequently forbidden to perform this function for long periods of each work week. Instead, the B.A.'s [Benefit Authorizers] are forced to "spike," i.e., answer phone calls from the public, the majority which deal with SSI eligibility and payments, which have nothing to do with Social Security. In effect, B.A.'s are being forced to act as babysitters instead of being allowed to perform the job for which they and they alone have been professionally trained. I think you will agree that this situation is a grave disservice to both the disability claimants and the B.A.'s who should be authorizing their claims.

I would appreciate it if you would make this administration policy known to your readers and to the general public. Only a public outcry could put pressure on Congress and on the Administration to do away with or at least modify drastically the Administration's pernicious and wasteful "SPIKE" policy.

My impression is that the BAs do not do such a great job at answering the phone either, since that is not the job they were trained for.

As a former SSI Claims Rep, I resent the term babysitting. That aside, I've always thought it ridiculous that folks in the PC's that are higher graded than Teleservice reps are answering the phone.

They are effectively working below grade.

Here is a better idea. Get rid of the PC's completely and put all of those folks in the FO's. I can think of no legitimate purpose for the PC's other than to shield the folks that work there from true public contact. Why hasn't SSA gotten rid of the centralized processing concepts of the 1940's that the PC's represent. It is ridiculous that T2 claims have to be touched by so many individuals to be awarded.

Having done both the BA and 800# job, if you are a BA you can answer the 800#, since in most cases BA is the next step after working the 800#. BA is where you are supposed to learn to read the PHUS and that is a big help in explaining to callers O/P, U/P or anything that affected their payment amount.

Now as far as the job, the 800# SUCKS BIG TIME and BA is OK if you are good with math.

It all goes back to Congress. The "spike" program in the PSCs was brought about by Congress mandating lower busy signal rates and lower wait times to get through on the 800# but once again not providing the money to staff up so SSA was forced to use manpower from other components.

Any estimates on how long an average title 2 recipient has to wait before getting their back pay? 4 months? 6 months? I have a relative who has been waiting since November, when his monthly benefits began.

I can tell you one thing they are sure waiting longer than an attorney waits for his or her fee.
BA might be spiking or waiting for FO to do an SSI Offset Comp, but that attorney fee will get paid.

I for one appreciate his input--as an FO employee, I can tell you that the SPIKES are taking calls from people who cannot get through to the FO's on the phone because of no staff, and they are calling about cases that cannot get cleared because the CR's are assigned to answer the phone and do reception because of no staff, and cannot do desk work.

I think this is another good example of how the entire agency (and everyone depending on it) is hurting. It's not just one job title that has too much work. Certain workloads just get more attention.

I know there's gotta be some BA out there RIGHT NOW on the 800# talking to someone who's frustrated because they aren't enrolled in Medicare Part B yet, and their forms have been sitting on a Service Rep's desk for 4 weeks. The SR has no time to do desk work while they're at the reception desk talking to a frustrated claimant whose award hasn't been processed because the BA's on the 800#.

Something is definitely going on here. SS wrongfully suspended my SSDI benefits and my children's due to me working part time as they had wrong work earnings down. I was able to prove the work earnings were in fact wrong and finally I was told my file was sent to the PC to be processed for reinstatement. I was still well within my 36 month extended period of elegibility but had to quit my job due to my disability and no longer being able to perform the job duties as required. Well my file has been sitting at the PC for 3 months now. I have no income and 3 small children. I'm owed 4 months currently of back benefits for myself and my children. I have bills pilled up I cannot pay, I'm close to losing my home and my vehicle due to not making payments. My whole life is being ruined because no one at the PC has picked up my file to process my reinstatement. I cannot believe they are being allowed to get away with this. It's unbelievably cruel. Mind you I've been on disability for 10 years I was well established within their system already, I'm not waiting on a decision or anything like that. All I'm waiting on is a simple reinstatement of my benefits and pay for my back benefits because of all these months I was due my monthly check but haven't received it because the reinstatement hasn't been processed. I'm in dire straits and I'm owed thousands in benefits for myself and my children yet because nothing has been done I am scrounging change to get a loaf of bread or some type of food to feed my kids all the while the PC is allowed to leave my file sitting without processing it. Like I said it's been months. I have contacted my disability attorney who told me to contact my congessmen so I did, had congressional inquiry filed for me over a month ago...nothing happened. I am about to take my story to my local news station. I'm desperate and need my benefits reinstated like they should have been months ago. I had to go through xmas with nothing for my children as they ran to look under the tree xmas morning to see nothing. I cried and cried absolutely tore me apart. I begged social security to please reinstate my benefits for weeks leading up to xmas so I could provide some sort of xmas for my children. And nothing. Nothing was done. Here we are in January 2016 a new year and my benefits still not reinstated. I am at a loss of what to do. Every day I call to be told your file is at PC for processing. Yes I know. But it's been months I have no other income sorry maam' I'm told ithat is at the PC. Ok. What more can I possibly do? I cry everyday. It's unbelievable they are allowed to get away with sitting on files for months upon months when people are due benefits that rightfully belong to them but some jerk won't do their job so people's lives are in complete ruins by the time they finally get the benefits owed to them. This country is beyond sick. This is what American has come to. Let our own people suffer and go without but we will do anything to assist people in other countries. My god why are the local offices not allowed to process SSDI benefits? If the PC can't get it done in a timely manner than why do we even have a PC? Let the local offices process these files. Or continue to let people wait months upon months and lose everything while their file sits at the PC untouched everyday. Why has no one done anything to change this? Obama where are you????

I am a BA AND I CAN TELL YOU THAT IT IS NOT THAT WE ATE GETTING AWAY WITH NOT WORKING BUT BECAUSE WE ARE WORKING CASES THAT ARE CASE CONTROLED AND BACKED UP TO THE POINT WERE WE COULD DO OVERTIME EVERYDAY OF THE WEEK AND STILL HAVE WORK BACKED UP. WE CARE ABOUT OUR BENEFICIARIES AND SORRY FOR INCONVENIENCES BUT EVERY CASE IS IMPORTANT. SSA HAVE HIRED MORE BAs IN HOPE TO CUT DOWN OUR NEVER ENDING WORKLOADS. YOU WOULD ONLY UNDERSTAND IF YOU WORKED FOR SSA. JUST IMAGINE HOW MANY PEOPLE ARE IN OUR NATION AND THINK ABOUT WHEN WILL SSA PCs BE CAUGHT UP. TOO MANY PEOPLE ON SOMEKIND OF SSA BENEFITS. WE WORK VERY HARD!
