Social Security has just withdrawn a proposed amendment to its regulations that would have made permanent the authority of some of its senior attorneys to issue fully favorable decisions on appeals of disability claims.

I'd note that withdrawing the rule from OIRA review doesn't necessarily mean it's "withdrawn" in the usual sense.
It could mean that, but SSA may just want more time for internal reconsideration or re-drafting.
You'd have to ask someone at the agency to explain the purpose.
