We are finally approaching the 19th century. Next thing you know, SSA will stop going after ancestral debt.
A baby step in the right direction, and there is little wiggle room beyond this with the law as written. Substantive change would involve law changes nuking ISM and going to two Living Arrangements - one for institutional care and one for everyone else.
