From an article in Government Executive on the February 28 House Appropriations Committee hearing:
Rep. Dave Weldon, R-Fla., questioned whether SSA was creating an incentive for most claimants to appeal state-level denials for disability benefits, increasing the caseloads for judges. Weldon pointed to the fact that they award disability benefits in 62 percent of the appeals they hear. "We've created an industry to appeal these claims," Weldon said. "Are we feeding a monster?"

Congressman Weldon - in response to you questions all I have to say is DUH.
YES we are feeding a monster.
YES a monster has been created.
As congress has a hand in creating this monster, they must also have a hand in fixing it. How did congress create this monster - hey guys, it was you who wanted the Commish to hire all these ALJ's why were you asking the questions you are now asking before you guys pushed for this latest round of ALJ hiring. Wake up and look at what exactly is going on here.
