Social Security's Office of Inspector General (OIG) seeking a contractor to help do investigations of alleged fraud in the Chicago area. This isn't just office work. They want the contractor to provide employees who have concealed carry permits.

OIG is woefully understaffed. Contrary to your assumption of being flush with funding, it is likely they are seeking a contractor because they can get agents to help without needing approval for FTEs (full-time equivalent employees). Contracts are finite; FTEs are an ongoing commitment.
