Backlogs Go Up When Overtime Goes Down, As It Must When SSA Is Underfunded

PC = Payment Center, where Title II disability benefits for older claimants are computed

OCO = Office of Central Operations, where Title II disability benefits for younger claimants are computed

For decades, SSA received the overtime funding to keep up with their workloads at the payment centers.

What I do not understand is why this funding has been severely cut in recent years. What has changed?

The necessary funding was previously provided under both Republican and Democratic administrations!

This is only one slice of the pie. They should add in the regular tour staffing hours for all technicians (this would account for any staff addition/attrition), then subtract our hours dedicated to SPIKE , backing up the 800 number. That would show the full picture.

This graph provides evidence that it was cuts in overtime, rather than telework, which caused payment center backlogs to increase over the last two years.

What about OT for FO's where SSI actions are processed for the most Vulnerable Populations ? It is only in dribs and drabs.
