In February of this year the Social Security Administration published proposed rule changes to omit food from in kind support and maintenance calculations for Supplemental Security Income benefits. Social Security has now asked that the Office of Management and Budget authorize publication of these changes as final rules.

will not such changes require a change in the law..see sec 1614 or only the cfr (b) How we define in-kind support and maintenance. In-kind support and maintenance means any food or shelter that is given to you or that you receive because someone else pays for it. 416.1130
SSA took out clothing from ISM without a change to the law.
Not sure if anyone would have standing to challenge the agency's rulemaking here anyway.

42 USC 1382a(a)(2)(A) would be the relevant statute, but I doubt anyone would have standing to challenge SSA just not applying the reduction.
Whatever, so many resources devoted to giving less to people who already have nothing.
