I see no problem with surveillance if people are committing fraud to get disability payments. We all hear the horror stories about people coming to the office in wheelchairs and then seeing them doing a long distance run. Miraculous recovery? Fraud happens on a regular basis, and maybe this will be deterrence if enough folks get caught.
