No. The 6 month rule only applies if claimant is subject to the RIB lim (i.e., husband had filed for reduced RIB prior to his death). There is not a hint in the fact pattern that would support that conclusion. Since he dies over 20 years ago, it is highly unlikely he was receiving RIB prior to death.

Need more info. than - Did she just have a birthday in the first 6 days of September?
She is 62. She only needs to be 60 for WIB. Day of birth isn't an issue.
She has sixth months of retroactive benefit if she elects at the earliest possible moment.
