I don't think 11:18 and 12:06 comments are mutually exclusive: it's hard to get a conviction on a meritless allegation, so a lazy investigator isn't going to bother. Put Joe McCarthy in there, he'd be getting convictions regardless.
I usually don't even bother reporting anything under $50,000.00. They just won't prosecute.?the system gets nickel and dimed to death but no one cares.
As a paralegal, in nine years of doing Social Security, I saw one CDI referral. It was a pretty ludicrous case to refer. Not to say others shouldn't have been.

No, it means OGC picks their cases and don't want to work too hard..
