H.R. 4547 To Become Law

     The Strengthening Protections for Social Security Beneficiaries Act of 2018, H.R. 4547, having to do with representative payees has passed both houses of Congress unanimously and should be signed into law by the President soon.

Good news for the protection and advocacy groups. Just to put that into perspective, if Congress allocates $25M/yr., let's say that means about $500K for each state protection and advocacy group. That could mean, depending on what they pay people and overhead, hiring about 4-5 people whose job it is to monitor rep payees. Suppose each had a caseload of a hundred people a year, that would be 500 more rep payees getting looked at in each state per year. That's a small percentage of the number of rep payees, but better a step forward than no step at all.

If the P&As can complete 25,000 quality reviews annually, that would be a huge success for this program. And more importantly, a critical step to ensuring the protection of these vulnerable beneficiaries. The agency should be awarding performance-based grants since the premise of this law is that the current contractor was underperforming. @7:28AM let's all agree to come back in one year and see how many reviews were completed and the outcomes.
