No more ALJs. The recent AAJ NPRM would make hearings non judicial, and the President's budget would send CDR hearings out of OHO and back to DDS, thus turning hearings into non-legal proceedings entirely. All without a single Congressional hearing. Gruber and Neagle pulled off a real coup.
