Frank Bisignano is simultaneously trying to be Commissioner of Social Security and “CEO” of the IRS, a position that doesn’t really exist. When he was nominated to be Commissioner he openly admitted that he knew little about the agency he was supposed to run. Even if he’s a quick learner there’s no way that I can see that he can run Social Security on a day to day basis without subjecting himself to a ton of briefings so that he can understand the issues he’s deciding on. How can he possibly have time for that when he’s also trying to run the IRS, especially if he’s interacting with others at Social Security mainly through video?
My question is whether insiders think Bisignano is actually running things at the agency on a daily basis. If he isn’t, who is? I suppose one possibility is that Bisignano is making the decisions but without bothering to understand the issues. If you regard Social Security as fundamentally unimportant and don’t expect to be around long, why bother with trying to understand arcane issues? If Trump didn’t bother with understanding the issues presented by embarking with war on Iran, why should Bisignano bother with understanding the issues at Social Security? How important can Social Security be? It pays its Commissioner far less than a million a year, peanuts in Bisignano’s world.

Please don’t conflate what you think is the president’s understanding/lack of SSA versus Iran. I can agree with you about his pick to run SSA and IRS (and the horrible damage done before and after he arrived), and support the attacks on Iran. Just like how I can agree that people illegally in this country should be deported, yet disagree on some of the tactics employed to achieve that.
With SSA, Franks sees progress in terms of quantity and time, not quality and timeliness. There’s a difference and he and others choose to ignore the latter for the former. Who cares if the agency answers more calls when the reason is that people are calling back because they don’t get the help they need on first contact or because they are refused to be seen in an office without an appointment.
The problem isn’t so much Frank as it is every intellectually impoverished fascist SSA has ever boosted to the SES. They’re the ones whispering in his ear that every dumba** thought that enters his tiny brain is golden and gleefully carrying water for his idiotic plans.
All of the top people making decisions are appointed (even though Frank is confirmed, he came to SsA without any understanding, and nearly 12 months later still has a long way to go). All the executives now are also appointed, none of them have earned the position by merit, and owning a business in private industry has zero value in public service, fundamentally different situations. they have an ivory tower in the commissioners office and all the appointed execs hand down decisions regardless of the analysis they request and are provided.
100% agree with answering calls faster means nothing if the person has to call 10x to get a correct answer or the actual service they need.

You don't get to choose, actually. Trump is an incompetent fascist, and the cabinet is staffed with people who are eager to advance the aims of an incompetent fascist. Someone who trusts a war criminal like Hegseth doesn't have the analytical chops to have a valid opinion on someone like Bisignano.
