Peter Orszag will be stepping down from his position as Director of the Office of Management and Budget (OMB) next month. OMB has enormous influence over the Social Security Administration because of OMB's role in the budget process and the process of adopting new regulations.

Majority Leader Steny Hoyer made official Tuesday morning what most insiders have known for months: Congress won’t do a budget this year.

Not news at all. They haven't passed all the appropriations bills by October 1st in years. Hoyer could have saved his breath. No one expects this Congress to do any better than its predecessors on this account.
