I wonder if the evaluators made surprised visits to all. the local offices in which they visited. If not, then the information is worthless since offices tend to be at their best when management visit their offices.
...ok while there probably is some variance between regions, the OIG report says they scoped them out in Feb/Mar. Shocking that people would be more willing to wait outside in Phoenix as opposed to Boston.

That sample size is terrible, but given how poorly OIG was staffed it mighta took the whole component to run this survey
