The Washington Post has a story on the troubles of the Social Security Disability Trust Fund. Predictably, there is no discussion of the fact that a simple temporary transfer of some of the FICA tax receipts to the Disability Trust Fund would take care of the problem.

The article headline is that the trust fund is to run out of cash in the near future. It ran out of cash years ago.
If the trust fund had cash, it would simply be liquidated, without adding to the deficit, for it would have been pre-funded.

doesn't make sense to take from one TF to fund the other, the same way it doesn't make sense to borrow from the trust funds to pay current operating expenses - the way the government has been doing for a long time now. the finances of each TF ought to be fashioned to cover the cost of its program. that's it and that's all.
