Forgive me if I'm wrong, not up to date on Systems changes since mid 2010s, but there isn't 1 "SSA Database" but lots of databases, generally linked by SSN and /or claim number. SSI uses the SSN directly, Title II in the old days didn't record the bene's SSN but the NHs SSN with a BIC. That was found to be a problem so there was a lot of effort to get SSNs for auxiliary and survivors so we'd have their own SSN available on the record. But the MBR used to be made up of subsidiary files, hence the need and cutoff dates to get payment tapes to Treasury ready (again, may be no longer the case). But we have the MBR, SSR, Numident, the Earnings File (and plenty of duplicate SSNs in that, what with people using someone else's SSN to work).
So speaking before understanding a database's structure and schema and making pronouncements and conclusions, and who acknowledges he's making sh*t up, color me never trusting a vehicle or a rocket touched by this guy.
