Not every internal promotion or transfer requires a new probationary period but yes, some do. Often 1st time managerial/supervisory people. Of course you are still career but if you fail probation the result was going back where you came, rather than out the door. And indeed, I can see them telling accountants or computer programmers because it's a numbers game. Not a quality game.
At 1:33 you think you’re ever going to get promoted in the field when someone with a law degree is taking the same claims you are? Or you think yonder going to be working on outreach groups when someone who was a public affairs specialist is sitting next to you? How about discussing a new policy or answering a question as a TE when someone with a Ph.D or someone who actually worked on writing policy is next to you. The best thing about this is everyone in the field is gonna have to get way better at their jobs because HQ staff are bringing a skill set you don’t have to the job you are in. I read the poorly written, misguided and misunderstood policy decisions and requests for assistance and case documentation the field puts on claims now. It’s gonna be so much better having these more talented folks sitting next to you. The next wave of promotions is gonna bring an outstanding class of people into leadership.
The point being that the only probation that exposes you to "dismissal" is the initial one prior to earning career status. For example, a new supervisor has a job specific probationary period but if they don't succeed they cannot be dismissed, merely moved to another job .

The new folks are in many different areas. The largest amount appears to be in the field (possibly over 1000). Second largest seems to be with OHO. Smaller numbers in the support areas like IT or OIG.
They are working in a conference room right in the middle of where IT staff are. It’s great to be able to watch these uppity children nullify our jobs.
